The toilet needs to be cleaned and serviced as soon as possible. A good scrub and disinfecting will get it back to a hygienic state!

Looks like a public toilet. Guessing that is why the post of a dirty toilet.

Try a strong acid and let it sit. Do you have access to citric acid or bar keepers friend toilet cleaner. They both work for deposits like that.
