Yes it is frustrating when they do that but I wouldn't called it a scam. It is a free app and you do get your gift cards.. It is unfortunate that they keeps on increasing the price ..
True scam walking app
I was also hitting the goal of 6250 to claim my price then they doubled my target to over 12,000.

I know I've gotten over $200 during during my time using this app so far personally I don't think it's a scam

Maybe this app was just losing money! they needed to raise the price. But this just proves that they are legit :)
