Will riding on bike count steps?

I have an ebike that can drive from 10 mph up to 20 mph. So I was wondering how slow do I need to ride so that it can count steps because if its too fast it wont able to count.

    I have a pedal under my desk and I put my phone in my pocket. It counts every time I pedal down with the leg where the pocket is. I find it easier than walking on my walking pad. Much easier on my legs.
