    As a Japanese, this is sad. This person's behavior isn't acceptable. But, the opposite is true. I heard Japanese ppl also have a disrespectful attitude toward locals in other countries. One man's fault is another's lesson.

That's true. Tourists are usually arseholes. 
 
I once had a Japanese woman who approached my friend, who has blond Jew-fro, and touched her hair without permission. My friend was creeped out and scared, and this Japanese lady talked to me in Japanese about my friend and her hair as if my friend was some kind of "thing." No apology was offered.
 
Regardless, Japanese and Koreans are the best tourists I love befriending on my trips.
