Did you put in a real phone number? Google Voice numbers don't work.

yes youll get your notification saying congratulations your verified but after u did that at the bottom of page does it say get my giftcard? Press it & it should prompt your notification but like @JasonWaldner said it could be your phone# try a friends & just ask them for the code thats sent.
