There's a lot of factors involved in that. And that $10,000 for the poor and that's a big assumption and i find it really hard to believe that it's 0% for those who are insolvent. You've heard the expression 'barely one paycheck away?' And it's not like folks who wanted to or is doing a lot of frivolous spending. You also wouldn't have as many homeless (not due to any addictions) either if they had $10,000 in any type of savings or emergency fund.
